			<content:encoded><![CDATA[<p>SCEME&#8217;s summer meeting and AGM took place on Wednesday 8 June in London. Following the AGM there were five technical presentations  on the topic of engineering fire protection in schools. </p>

<p>Greg Keeling, Immediate Past President and Environmental Performance and Technical Standards Manager at Essex County Council gave a brief overview of <a href='http://www.sceme.org/wp-content/uploads/2011/05/Enginnering-Fire-protection-in-schools-Overview-G-Keeling.pdf'>SCEME members’ views</a> on methods of Engineering Fire Protection in schools. </p>
<p>This was followed by Larry Stokes of Zurich Municipal Property who presented on the <a href='http://www.sceme.org/wp-content/uploads/2011/05/Enginnering-Fire-Protection-in-Schools-Zurich-L-Stokes.pdf'>insurance industry perspective </a> of sprinkler systems and insurance premiums. The discussion also included the wider consequences of fires in educational establishments, not just in terms of educational disruption but included effects on the wider community.</p>
<p>Lee Bailey of Fire and Rescue in Herts, added his perspectives from the view point of a fire risk assessor, as well from an operational fire fighter of many years standing. Lee’s presentation prompted some lively discussion around the requirements of British Standards and whether some hybrid systems could be designed for use as a first line of defence prior to the arrival of the Fire Services.</p>
<p>Jeremy Fraser-Mitchell and Richard Daniels gave a joint presentation on the <a href='http://www.sceme.org/wp-content/uploads/2011/05/Risk-Assessment-and-cost-benefit-of-Sprinklers-in-schools-Fraser-Mitchell-BRE.pdf'>application of Risk Assessment and Cost Benefit of Sprinkler System tools as used for compliance with BB100</a>. A worked example showing how to apply the various criteria required for each of the tools was given, and explanations given of how these would impact on the subsequent risk analysis and cost benefit calculations.</p>
<p>The final presentation of the day was Steve Cooper of Cundell who opened his presentation with the question “<a href='http://www.sceme.org/wp-content/uploads/2011/05/engineering-fire-protection-in-schools-S-Cooper-Cundall.pdf'>Are sprinklers the only real solution for schools?</a>” The presentation discussed how designers should also consider other means of fire suppression/prevention, including a range of fire engineering methods such as smoke ventilation, fire compartmentation and designing out weaknesses in order to reduce the incidence of Arson.<br />
The conclusion of Steve’s presentation was that any solution must be<br />
•	Cost effective<br />
•	Reasonably Practicable<br />
•	Not disproportionate</p>

<p>There were also two tours of the Faculty building by Matt Tarling, Divisional Director of Stride Treglown’s dedicated education team.<br />
Matt was responsible for the new faculty building at UWE that houses the school of architecture and school of product design. The design achieves a BREEAM Excellent rating and uses recycled chip fat from the University catering operation to power the boilers. Matt led the consultant team through the briefing and design period.</p>
<p>And the day was finished with a presentation on <a href="http://www.sceme.org/wp-content/uploads/2011/06/BSRIA-Commissioning-seasonal-commissioning-EPCs-and-DECS-pm.pdf">Commissioning, seasonal commissioning, EPCs and DECS</a> by David Bleicher, Head of BSRIA’s publications and training programme.</p>
<p>The day before there was the opportunity to visit two buildings in the area.<br />
Knowle West Media Centre (KWMC) is a bespoke community media centre in a disadvantaged neighbourhood. The charity provides access to digital media opportunities for young people and is a hub for regeneration in the area. The centre is the second largest straw bale building in Europe forming the exterior envelope of the building, providing insulation levels 3 times higher than the current building regulations require. Natural ventilation is operated automatically on a building management system (BMS) via full height glazing and rooflights. The building has a biomass boiler, rainwater harvesting system and a sustainable urban drainage system (SUDS).</p>
<p>South Gloucestershire Council offices comprise 100,000sq.ft (net) and accommodate 900 staff, forming a civic ‘gateway’ into Yate sitting alongside the busy A432. Landscaping provides a positive link between internal and external spaces, with high quality external spaces provided for staff, shielded from public view. Minimal maintenance, long life, energy reduction and sustainability were core requirements of the brief, with BREEAM ‘Very Good’ as the minimum, and an aspiration to achieve better, budget permitting. Natural ventilation was the preferred method of cooling the building.</p>

			<content:encoded><![CDATA[<p>SCEME’s winter meeting took place on Wednesday 8 December in London. There were two main presentations by SCEME Members.  The first presentation was by Phil Harris, Chief Engineer at Worcestershire County Council and SCEME Vice-President who presented on Modern Distributed BEMs Systems – Benefits, Costs and Energy Savings. He discussed how many Local Authorities invested in Building Energy Management Systems when these started to become available in the 1980s and how Worcestershire County Council still operates one of the largest in-house BEMS bureaux in the UK, monitoring and remotely controlling 270 schools and public buildings via six central stations, staffed by just two personnel.   Recent analysis has demonstrated how cost-effective BEMS systems can be in reducing energy costs, particularly as advances in microelectronics have provided greater functionality.  Phil concluded with how the equipment manufactured by controls companies, such as Trend and Schneider TAC, plus the principles developed locally in Worcestershire over 30 years, save the Council around £330,000 in reduced gas costs alone and help prevent school closures due to heating breakdowns.<br />
 </p>
<p>The second presentation was by Nigel Blunt, Group Engineer, in Urban Design at Birmingham City Council who presented Birmingham City Council&#8217;s new Maintenance Service Contract Framework.Nigel discussed how Birmingham City Council’s Urban Design have extended its term contract to cover more areas, including the incorporation of SMEs into the term contract supply chain and how, with the new &#8216;Constructing West Midlands&#8217; framework, they were hoping to offer the contract to other authorities/public bodies to save on procurement costs.</p>

			<content:encoded><![CDATA[<p>SCEME&#8217;s summer meeting and AGM was held on Wednesday 30 July at Kings College, London. There were two presentations on Part L of the Building Regulations, the first one was Part L 2010, by Paul DeCort, Sustainable Buildings Division, Communities and local Government, where he described the main changes to the energy efficiency requirements in the Building Regulations that will come into effect in October 2010. He concentrated on the revised standards for the fabric and building services in new and existing non-domestic buildings. The second presentation was The cSBEM Factor, by Steve Rufus, Principal Engineer at Dorset County Council. He discussed the the County Councils experience of using the beta cSBEM software to help develop a strategy to comply with the 2010 Part L2A of the Building Regulations. Following modelling and comparison with the current versions of SBEM on various school buildings, trends have appeared helping to inform possible future designs.</p>

<p>The day before there was the opportunity to visit “Canolfan Hyddgen”, a post-16 training and education centre. The £1.2million new building was officially opened in March last year and has been awarded BREEAM Excellent standard. It is also the first public sector building in the UK to be certified by the Passivhaus Institute. Passivhaus principles &#8211; high levels of insulation, solar gain and efficient heat recovery systems ensure low energy use &#8211; are more commonly used in continental Europe.</p>
<p>After this the delegates visited the Wales Institute for Sustainable Education (WISE) at the Centre for Alternative Technology to take part in the closing stages of the official opening of the WISE building and listen to a presentation by Pat Borer, the architect for the project, who gave delegates a presentation on the design and construction of the new building.</p>

			<content:encoded><![CDATA[<p>SCEME&#8217;s spring meeting was held on Tuesday 23 April 2010 at Worcestershire County Hall in Worcester. The main presentation was by Barry Lyons, BOC Gases Limited on F-Gas. He discussed legislation which has seen the banning of supply of virgin HCFC of which R22 is the most widely used refrigerant gas in the world, from use in static refrigeration and air conditioning systems. He also discussed the alternative options of retrofit, new equipment and the pitfalls of doing nothing. Also he highlighted the fact concerning harmonisation of the F-Gas and ODS (ozone depleting substances) regulations. <p>Steve Wylie, Service Birmingham – Corporate Development (Birmingham City Council/Capita Joint Venture), gave the posponed presentation on the development work being undertaken in Birmingham which looks to maximise the return on investment which has been made in deploying a totally integrated city wide network, which inter-connects 2,164 sites. He outlined how technological advances and the universal adoption of communication standards are now making it technically viable for the network to support a new family of applications beyond traditional transactional and office systems. The applications included CCTV, access control, plant monitoring, intruder/fire alarms, energy management and lift systems. He will touch on the future impact that an integrated application approach could have on delivering green and sustainable buildings, as well as projected savings which can be realised. 			<content:encoded><![CDATA[<p>SCEME&#8217;s winter meeting took place on Tuesday 15th December in London. The main presentation was by John Palmer and Malcolm Orme, AECOM who discussed Integrating Ventilation, Thermal Comfort and Daylight in School Classroom Design. The presentation  <a class="confirmDownload" title="The Design for Natural Ventilation in Schools" href="http://www.sceme.org/wp-content/uploads/2009/11/winter-2009-design-for-natural-ventilation-in-schools.pdf">Design for Natural Ventilation in Schools</a> is available to download. They also demonstrated a website, the Energy Cocept Advisor, that is being trialed by the DCSF&#8217;s <a title="Zero Carbon Task Force" href="http://www.teachernet.gov.uk/management/resourcesfinanceandbuilding/schoolbuildings/sustainability/zerocarbon/">Zero Carbon Task Force</a> as part of their aim of reducing energy usage in schools. The Energy Concept Advisor was developed as part of the framework of the <a title="International Energy Agency" href="http://www.iea.org/">International Energy Agency </a>(IEA), under Annex 36 of the Energy Conservation in Buildings and Community Systems Programme. It is an electronic tool assisting in the design of renovations/retrofits and  focusing on energy savings of educational buildings (schools, university buildings and nursery schools).
