Phil Harris, President, SCEME

Phil Harris CEng CEnv CMgr FCIBSE MIEE MEI MCMI MBIFM, Chief Engineer at Worcestershire County Council, has over 40 years’ experience in the design and management of mechanical and electrical engineering services in large buildings in both the NHS and Local Authority sectors.

Phil’s main responsibilities extend to energy control and conservation, energy and carbon management, sustainable energy and renewable technologies in buildings.  He has developed novel mechanisms to evaluate the cost-effectiveness of most forms of renewable energy technologies, and in particular their long-term carbon reduction potential and actual costs in use based on a background of practical engineering knowledge and operational installations.

Phil is a Chartered Engineer, Chartered Manager and Chartered Environmentalist and serves on the Energy Institute local branch committee, and acts as a volunteer interviewer of candidates for CEnv and EI membership.  Phil is also President of the Local Authorities’ Chief Engineers’ professional society, SCEME, a member of Sustainability West Midlands and one of their Top 50 Green Leaders.
